The second volume of the booklet of the 10th ULIBTK Congress, which was held under the chairmanship of Ercan Ataer - 6th Term President (1994-2000) - at Gazi University Faculty of Engineering and Architecture in 1995, was not published due to financial difficulties. The original documents of this volume have been obtained from Prof. Dr. Bekir Zühtü Uysal and presented to the use of the entire TIBTD community.
